(A) Every person licensed under this chapter shall keep a record in which he or she shall accurately enter, in ink, at the time of purchasing or receiving any property, the following:
(1) The name of the person from whom the property was purchased or received and his or her address;
(2) A particular and detailed accurate description of each article of property;
(3) The estimated value of each article;
(4) The amount paid, advanced or loaned;
(5) The date and hour of the transaction;
(6) The time when the article is to be redeemed or returned;
(7) A copy of any mortgage or bill of sale taken or receipt or pawn ticket given;
(8) When and by whom an article was returned or redeemed; and
(9) When, to whom and how an article was disposed of or sold, if not redeemed.
(B) All records described in this section shall be open to inspection during regular business hours by any police officer acting in the course of official duty.
(C) Failure to keep records required hereunder or making false entries therein or refusal to produce the same when requested by a police officer shall subject the offender to penalties as provided by law.
