(A) An application for a pawnbroker license shall be made to the City Clerk and shall state thereon the name of the applicant, the place of business and the number, name and address of each employee of the business. The Chief of Police shall investigate such applicant for such license and shall report to the City Council whether or not such applicant is a person of good character; no license shall be issued hereunder to a person who has been convicted of the offense of receiving stolen goods, burglary, robbery or a similar offense.
(B) Within 30 days of the filing of an application for license with the City Clerk, pursuant to this chapter, the City Council will consider the application and the report of the Chief of Police, and shall either direct the issuance of the license by the Clerk or deny the issuance.
