Applications for renewal of licenses or permits shall be submitted to the City Clerk. A period of 15 days should normally be allowed for consideration of a renewal application. The Clerk shall provide a copy of the renewal application to the Fire Chief and the Police Chief who shall make such further investigation, if any, which they deem warranted. The Fire Chief and Police Chief shall advise the Council of any reason or basis for denial of the renewal application. Unless facts are presented to the City Council which support further investigation or denial of a renewal request, the Council shall approve the renewal. If a renewal request is denied, the Council shall state the specific reasons for its denial.
