(A) Each owner shall maintain with the office of the City Clerk a list of the names and addresses and the license numbers of all drivers of vehicles operated under a license issued under this chapter.
(B) Failure to provide such a list or operation of a vehicle by an unlisted driver shall be grounds for suspension or revocation of a license.
