Any utility installed pursuant to the provisions of this subchapter shall, at the direction of the city, be temporarily or permanently removed or relocated when, in the opinion of the Department of Public Works, such removal or relocation is required by reasons of public safety, street vacation, construction, change of street grade, installation of utilities by the city, the municipal utilities or a franchise holder, or for other reason.
