If the identity and address of the owner of the abandoned property can be determined with reasonable effort, notification of the impoundment shall be given to the person identified by regular mail. If the owner cannot be identified, notice of impoundment shall be published, in accordance with Iowa Code § 362.3, prior to sale or disposition of the property.
