Drivers of golf carts upon designated city streets shall be subject to all applicable provisions of Iowa Code Chapter 321, as subsequently amended, and any violation of the applicable provisions of said chapter shall also constitute a violation of this chapter. In addition, drivers of golf carts operated pursuant to this chapter shall be subject to the following additional rules:
(A) Except when executing a left turn, golf carts shall be driven as close as practicable to the right hand edge of any street;
(B) Golf carts shall yield the right-of-way to other motor vehicles at all uncontrolled intersections regardless of the dictates of Iowa Code § 321.319;
(C) Golf carts shall not be parked upon streets;
(D) When necessary to prevent congestion of traffic, golf carts shall be pulled to the right hand edge of streets and be stopped to allow other motor vehicles traveling in the same direction to pass; and
(E) When two or more golf carts are being operated in the same direction and general vicinity, they shall proceed in single file.
