The Mayor may sign, veto or take no action on an ordinance or resolution passed by the Council. If the Mayor takes no action, a resolution becomes effective 14 days after the date of passage and an ordinance becomes effective when published, but not sooner than 14 days after the date of passage. If the Mayor desires to veto an ordinance or resolution, he or she shall call a special meeting of the Council within 14 days of the date of passage of the resolution or ordinance, unless a regular meeting is to be held within that time. At said meeting, the Mayor shall explain the reasons for the veto in a message to the Council. The Council may adopt a measure, notwithstanding the Mayor’s veto, by a majority vote of five Council members, accomplished within 30 days of the veto.
