(A) Every person residing within the city who owns and operates a bicycle on public right-of-way shall register the bicycle with the Police Department. No fee shall be imposed for such registration.
(B) Upon such registration, the registrant shall be issued a registration sticker, which shall be permanently attached to the registered bicycle.
