Where because of restrictions to visibility and where standing or parked vehicles would constitute a hazard to moving traffic, the Chief of Police, as head of the Traffic Division, as traffic conditions require, may cause curbings to be painted with a red or orange color and erect no parking or standing signs prohibiting parking or standing, and it shall be unlawful for the operator of any vehicle to stand or park a vehicle in an area so painted or signposted. All curbs in the city now so painted and all signs now in place in the city, prohibiting standing or parking are hereby authorized, ratified and confirmed and shall be maintained by the Chief of Police, as head of the Traffic Division.
