(A) No person shall use or operate skateboards on any public way in the pedestrian district of the city, nor at any other location in the city where official signs are posted prohibiting the use of skateboards.
(B) Roller skates may be used upon the sidewalks of the city, except on Grand Avenue between Park Street and 8th Street and one block east and west from Grand Avenue on 3rd Street, 4th Street, 5th Street and West 6th Street.
