The City Manager, or his or her designee, is hereby authorized by the City Council to authorize collection of solid waste from community or non-profit organization activities at a reduced charge or for no charge. Such activities may include, for example and without limitation, the Clay County Fair, Flagfest and non-profit organization special events or activities.
