(A) For the purpose of paying the costs of solid waste collection as provided herein, there shall be a charge to each residential living unit within the city (except those units in a single structure which include more than 12 such units) a monthly solid waste collection charge as provided in § 52.22.
(B) By agreement with the municipal utilities, such monthly solid waste collection charge as specified in § 52.22 may be included on residential monthly utility bills issued by the municipal utilities.
