§ 30.04 SPECIAL MEETINGS.
   The Mayor, or a majority of the Council, may call special meetings, by notice to each of the members, personally served, or left at his or her usual place of residence; of which service, a record shall be made by the Clerk. Such notice shall state the time and purpose of such special meeting.
