(A) It is the intent of the City Council, in adopting this chapter, to comply with all applicable state statutes and administrative rules and regulations which now exist or may hereafter be created and the provisions of this chapter shall be so interpreted.
(B) In the event that any provision of this chapter is found to be irreconcilable with any provision of state law or validly enacted state administrative rules and regulations, the state statutes and rules shall control.
