The purpose of this chapter is to provide for the storage, collection, handling and disposal of waste materials generated in the city; to establish regulations concerning waste which are consistent with and in compliance with state and federal requirements; and to protect the community from such hazards to health, safety and welfare as might otherwise result from the storage, collection, handling and disposal of solid waste. The city’s waste goals are to:
(A) Reduce, to the extent reasonably possible, the volume of solid waste;
(B) Encourage, promote and accomplish recycling of materials that would otherwise become solid waste;
(C) Maintain and operate a system of solid waste and recyclables collection and disposal, which is efficient, practical and cost effective;
(D) Prevent the accumulation or improper disposal of waste materials;
(E) Prevent littering; and
