Pursuant to the provisions of Iowa Code Chapter 404, the Council has determined the boundaries of the city per § 11.01 to be known as the Spencer Residential Urban Revitalization Area which:
(A) Is an area which is appropriate as an economic development area as defined in Iowa Code § 403.17;
(B) Is an area which is appropriate for public improvements related to housing and residential development, or construction of housing and residential development, including single- or multi-family housing; and
(C) The economic development of and the promotion of housing within the Spencer Residential Urban Revitalization Area is necessary in the interest of the public welfare of the residents of the city and the Spencer Residential Urban Revitalization Area substantially meets the criteria set forth in Iowa Code § 404.1.
