It shall be the duty of every member of the Police Department to promptly report all accidents that shall happen to any person or property upon any of the streets, alleys, sidewalks, public grounds or other public places and to make such investigation thereof as may be directed by the City Attorney and to make a complete report in writing of such investigation thereof as may be directed by the City Attorney.
