The fee for a right of way use permit requested pursuant to this chapter shall be $50.00 which shall be paid upon approval of the permit. The applicant shall also pay to the city a deposit of $100.00 upon approval of a permit. The deposit shall be refunded within 10 days following the event unless the applicant violated the permit or failed to timely clean up and restore the public right of way following the event, in which case the deposit shall be forfeited to the city. The permit fee and the deposit may be waived by the City Manager for Spencer based non-profit organizations.
