§ 96.06 CRITERIA.
   A right of way use permit will normally be approved if the following criteria are met:
   (A)   The use will not unreasonably interfere with the privacy, safety, security and convenience of the residents or inhabitants of the area.
   (B)   The proposed public right of way can accommodate the use.
   (C)   The proposed use is compatible with the normal activity at the location at the requested time and date.
   (D)   The application demonstrates that the applicant has the means, planning and coordination to hold the proposed event, considering the time of day, location, public facilities available, traffic control, parking and monitoring to protect the public health and safety.
   (E)   The use will not interfere with another event for which a permit has been granted or an event conducted by the City.
   (F)   The use will not unduly interrupt the flow of vehicular or pedestrian traffic.
   (G)   The use will not create undue health or safety hazards.
