The City Council may terminate the Board created hereunder at any time; provided, that provisions are made for the payment of any obligations incurred by the Board under authority of this subchapter, which are outstanding at the time of termination. The procedure for termination shall be as set forth in Iowa Code § 392.7, as amended.
