§ 32.38 MEMORANDA OF MINUTES OF MEETINGS; INSPECTION OF MINUTES.
   (A)   (1)   Pursuant to I.C. 5-14-1.5-4(b), the Secretary shall keep the following memoranda or minutes with respect to all meetings of the Board:
         (a)   The date, time, and place of the meeting;
         (b)   The members of the Board recorded as either present or absent;
         (c)   The general substance of all matters proposed, discussed, or decided;
         (d)   A record of all votes taken by individual members if there is a roll call; and
         (e)   Any additional information required under § 30.02 or any state statute that authorizes a governing body to conduct a meeting using an electronic means of communication.
      (2)   Such memoranda or minutes shall be kept in a permanently-bound book which shall be surrendered to the succeeding Secretary.
   (B)   The memoranda or minutes of any meeting of the Board are to be made available within a reasonable period of time after any such meeting for the purpose of informing the public of the Board’s proceedings. All such memoranda or minutes are to be open for public inspection and copying.
