§ 113.02 COMPLIANCE WITH CHAPTER.
   It shall be unlawful for any person to engage in the business of a health club or massage parlor without a permit, or being in violation of any requirements or prohibitions set forth in this chapter, or any regulation issued pursuant thereto.
