(A) (1) Whenever a food establishment or mobile food establishment is constructed or extensively remodeled, or whenever an existing structure is converted for use as a food establishment or mobile food establishment properly prepared plans and specifications for such construction, remodeling, or conversion shall be submitted to the Health Department before construction, remodeling, or conversion is begun.
(2) The plans and specifications shall indicate the proposed layout, arrangement, mechanical plans, and construction material of work areas, and the type and model of proposed fixed equipment and facilities.
(3) The Health Department shall approve the plans and specification if they meet the requirements of this chapter. No food establishment or mobile food establishment shall be constructed, extensively remodeled, or converted except in accordance with plans and specifications approved by the Health Department.
(B) When plans and specifications required by this section are to be submitted to the Health Department, the Health Department shall inspect the food establishment or mobile food establishment prior to the start of operations to determine compliance with the approved plans and specifications, and with the requirements of this chapter.
