For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ABANDON. To desert an animal, or to permanently leave it in a place without making provision for adequate long term care.
ANIMAL. As it pertains to in this chapter, a dog or cat.
ANIMAL CONTROL BOARD. A board of seven members appointed by the County Commissioners to recommend rules and ordinances concerning animal problems in the county. The BOARD will oversee operations at the animal shelter.
ANIMAL CONTROL OFFICER. A person empowered by the Animal Control Board and County Commissioners to manage the operation of the animal shelter and to enforce the provisions of this chapter and state laws regarding animal control. Herein referred to as an A.C. OFFICER.
CRUELTY. The act of beating, torturing, or mutilating an animal.
HARBORING. To permit an animal to live and be fed on one’s property, be it his or her home, store, barn, yard, or any premises on which such person resides or controls.
LAW ENFORCEMENT OFFICERS. Includes local officers from the incorporated cities, towns, Sheriff’s Department, and State Police Post who may assist with animal control duties when necessary. This may include, but is not limited to, vicious animals. The OFFICERS will have the authority to impound animals at the shelter.
NEGLECT. To endanger an animal’s health by failing to provide, or arranging to provide, the animal with sufficient food, water, shelter, and veterinarian care.
OWNER. Any person, partnership, or corporation owning, keeping, or harboring one or more animals.
SHELTER WORKER. A person responsible for performing routine custodial duties. Herein referred to as a S. WORKER.
SURRENDER. Relinquishing ownership of one’s own animal to the county.
