(A) All persons, companies, corporations, partnerships, and other legal entities who shall maintain a dumpster or other container which is privately owned for their personal use, and which is emptied and the contents thereof disposed of by county-owned equipment or by county personnel, shall pay a fee for said services, which shall be assessed and changed or amended from time to time.
(B) The amount of the fees so charged shall be the sum of $10 per dumpster or container, per month.
(C) The Board of Commissioners shall have the right to amend the fee herein from time to time by resolution.
