§ 35.30 GRANTS.
   (A)   (1)   Any applicant for a grant shall provide to the County Auditor a complete grant application with all documentation no less than two weeks in advance of the County Board of Commissioners meeting to give sufficient time for review of the grant application and the terms of the grant by the county.
      (2)   For any department with a board that governs its actions and activities, before submitting said grant application to the County Auditor, the department’s board must take official action in a public meeting to approve the grant application for any grant which:
         (a)   Requires Board of Commissioner signature or approval;
         (b)   Will be administered through the County Government bank accounts or funds or with County Auditor involvement in dispersal of funds or reporting; or
         (c)   The objects or terms of the grant may result in impacts on the county including, without limitation:
            1.   Additional personnel expenses such as regular pay, overtime pay, employee benefits, or taxes; or
            2.   Additional insurance or maintenance costs on vehicles, equipment, software, or other items acquired through grant funds or as a condition of the grant.
   (B)   The county, through its Board of Commissioners, shall have authority to approve, revise, or reject the grant application subject to this section based upon their review and determination that the grant will or will not be in the county’s best interests.
   (C)   For those grants approved by the county, requests to the Auditor for disbursement shall be made no less than seven days prior to grant deadlines.
