(A) The county is divided into three County Board of Commissioner election districts, designated numerically as follows.
(1) District One. This district shall consist of all of Luce (precincts 1, 2, and 3) and Ohio Townships (precincts 1, 2, 3, 4, 5, and 6), with a total population of 7,231.
(2) District Two. This district shall consist of all of Carter (precincts 1, 2, 3, and 4), Clay (precincts 1, 2, and 3), Grass (precincts 1 and 2), and Jackson Townships, with a total population of 8,006.
(3) District Three. This district shall consist of all of Hammond (precincts 1 and 2), Harrison (precincts 1 and 2), and Huff Townships, with a total population of 4,573.
(B) The county is divided into four County Council election districts, designated numerically as follows.
(1) District One. This district shall consist of all of Luce (precincts 1, 2, and 3), Grass (precincts 1 and 2), and Jackson Townships, and precinct 1 in Clay Township, with a total population of 4,935.
(2) District Two. This district shall consist of Ohio Township (precincts 1, 2, 3, 4, 5, and 6), with a total population of 4,842.
(3) District Three. This district shall consist of precincts 1, 2, and 3 in Carter Township and precincts 2 and 3 in Clay Township, with a total population of 5,097.
(4) District Four. This district shall consist of all of Hammond (precincts 1 and 2), Harrison (precincts 1 and 2), and Huff Townships, and precinct 4 in Carter Township, with a total population of 4,936.
