Sec. 10-32. Liability of violator.
   (a)   The amount of any unpaid fee, the payment of which is required under this chapter, shall constitute a debt due the city.
   (b)   The city attorney shall, at the direction of the license officer, institute civil suit in the name of the city to recover any such unpaid fee.
