Sec. 8-55. Standards For subdivision proposals.
   (a)   All subdivision proposals including the placement of manufactured home parks and subdivisions shall have adequate drainage provided to reduce exposure to flood hazards.
   (b)   All subdivision proposals including the placement of manufactured home parks and subdivisions shall be consistent with the provisions of this chapter.
   (c)   All proposals for the development of subdivisions including the placement of manufactured home parks and subdivisions shall meet development permit requirements of this chapter.
   (d)   Base flood elevation data shall be generated for subdivision proposals and other proposed development including the placement of manufactured home parks and subdivisions which is greater than fifty (50) lots or five (5) acres, whichever is lesser.
   (e)   All subdivision proposals including the placement of manufactured home parks and subdivisions shall have public utilities and facilities such as sewer, gas, electrical and water systems located and constructed to minimize or eliminate flood damage.
   (f)   Base flood elevation data shall be provided for all subdivision proposals where a flood hazard exists as illustrated on a floodplain map (FIRM map). The property owner(s) or designated representatives of any subdivision which proposes changes to the 100-year floodplain limits shall have a licensed professional engineer or licensed land surveyor prepare and submit a Letter of Map Change directly to the Federal Emergency Management Agency (FEMA). The final plat for the subdivision shall not be approved by the city prior to acceptance of the Letter of Map Change by FEMA. Upon verification of the FEMA acceptance the city floodplain administrator shall issue a floodplain development permit.
