The Water/Sewer Utilities Superintendent shall establish a policy, with the consent of the Common Council, for cost associated with repair and maintenance of water and sewer service lines, repair coordination, payment of contractors and time lines for repairs of leaks. The policy shall clearly state costs which are the responsibility of the property owner and those costs that will remain the responsibility of the city.
