Every person having knowledge that an animal has bitten or is suspected of biting a human being, shall forthwith report the same to the animal control officer for disposition of such animal under the provisions of this article. Every person bitten by an animal shall promptly report it to the animal control officer. The animal shall thereupon be securely quarantined at the discretion of the animal control officer for a period of not less than ten (10) days.
