Sec. 5-54. Fee.
   Before any license shall be issued under the provision of this division, the applicant shall pay a license fee as follows:
   (1)   Each neutered male or spayed female dog or cat.    $ 5.00
   (2)   Each unspayed female or not neutered male dog or cat.   10.00
