Sec. 5-32. Dangerous or vicious dogs or cats at large prohibited.
   (a)   No dog or cat of dangerous, vicious or fiercepropensities or tendencies may be at large atanytime within the limits of the city. It shall be unlawful for the owner or other person having any such dog or cat in his possession or under his control or in any manner keeping or harboring any such dog or cat within the limits of the city, to cause or permit any such dog or cat to be at large in the city.
   (b)   If any dog bites or attempts to bite any person while such dog or cat is at large, then such dog or cat shall be conclusively presumed to be a dangerous dog or cat and dog or cat of dangerous propensities and tendencies.
   (c)   If any dog or cat attacks or attempts to attack any animal or chases or otherwise attempts to catch a person, such dog or cat shall be conclusively presumed to be vicious and to have vicious propensities and tendencies.
