Sec. 5-31. Definitions.
   For the purposes of this article, the following words and phrases shall have the meanings respectively ascribed to them:
   At large shall mean off the premises of the owner and not under the control of the owner or a member of his immediate family either by leash, cord or chain.
   Cat shall mean both male and female members of the feline family.
   Dog shall mean male and female members of the canine family.
   Leash shall mean a cord, thong, or chain not more than ten (10) feet in length, by which a dog or cat is controlled by the person accompanying it.
   Owner shall mean any person owning, keeping or harboring a dog or cat.
