§ 155.02 URBAN FORESTRY BOARD.
   (A)   Established, composition, appointment. There is hereby established an Urban Forestry Board which shall consist of seven residents of the city, appointed by the Mayor with the approval of the Common Council. The county agent and City Public Works Administrator shall serve as ex-officio members of the Board.

   (B)   Terms, compensation, organization.
      (1)   The terms of office of the Board members shall be three years. Members appointed to the Board shall be appointed in staggered terms. In the event a vacancy shall occur during the term of any member, a successor shall be appointed for the unexpired portion of that term.
      (2)   Members of the Board shall serve without compensation.
      (3)   The Board shall choose its own officers and shall keep a journal of the proceedings. Three members shall constitute a quorum.

   (C)   Duties. The duties of the Urban Forestry Board are as follows:
      (1)   The Board shall develop a city tree plan.
      (2)   The Board, when requested by the Common Council, shall consider, investigate, make findings, reports and recommendations upon any special matter or question coming within the scope of its work.

   (D)   Review by Council. Any decision of the Board may be appealed to the Common Council within seven days of such decision.
