The Mayor or City Administrator have the authority to sign and approve any expenditures, contracts or agreements on behalf of the city that are less than the bid limits established under state law for public improvement contracts. Such expenditures, contracts or agreements that exceed $25,000 shall be countersigned by either the Finance Officer or the City Attorney. No claim may be paid until approved by the Common Council, except as may be otherwise provided by ordinance or resolution.
