§ 32.09 POWERS AND DUTIES OF THE CITY ADMINISTRATOR.
   (A)   Notwithstanding the provisions of § 30.02, the City Administrator shall be the chief administrative officer of the city, responsible to the Common Council and Mayor for the administration of all city affairs placed in the Administrator’s charge by this code or other ordinances and resolutions of the city.
   (B)   The City Administrator shall:
      (1)   See that all provisions of this code and all acts of the Common Council subject to enforcement by the City Administrator or employees subject to the Administrator’s direction and supervision, are faithfully executed;
      (2)   Oversee and direct the administration of all departments, offices and agencies of the city, except as otherwise provided by this code or by state law;
      (3)   Make recommendations to the Common Council concerning the affairs of the city;
      (4)   Prepare and submit to the Common Council an annual budget not later than September 1 of each year;
      (5)   Ensure all terms and conditions in any contract or franchise to which the city is a party are faithfully kept and performed;
      (6)   Direct the hiring, reassignment and promotion of all city employees;
      (7)   When necessary, suspend or remove any city employee except as otherwise provided by law, this code or adopted personnel policies;
      (8)   Consolidate or combine offices, positions, departments or units under his or her jurisdiction;
      (9)   Serve as the liaison between city staff, the Mayor and the Common Council;
      (10)   Attend all meetings of the Common Council, except as excused by the Mayor;
      (11)   Keep the Common Council fully advised as to the future needs of the city;
      (12)   Provide for staff support services for the Mayor and Council members;
      (13)   Submit updates and reports to the Common Council as requested;
      (14)   Delegate authority as deemed appropriate; and
      (15)   Perform such other duties as are required by the position description specified in this code, by resolution or as may be required from time to time by the Mayor or Common Council.
