(A) All personnel policies and procedures governing conditions of employment by the city, except as otherwise provided in this code, shall be contained in a manual, entitled “Personnel Policies and Procedures” adopted by the Common Council in the same manner as all other ordinances, which is on file in the office of the Finance Officer.
(B) The city shall adopt a safety manual with procedures and practices designed to keep city employees and facilities safe. The safety manual may be amended from time to time by the Safety Committee or the City Administrator. A copy of the current safety manual shall be kept on file in the finance office and on the employee portal.
