For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
PEDDLER. Any person, whether a resident of this city or not, locating upon any public property or traveling from place to place, from house to house or from street to street, by foot or by any vehicle for the purpose of selling anything including goods, wares, merchandise or services; and shall include the terms “solicitor,” “transient or itinerant merchant or vendor” or “transient or itinerant photographer.”
