The SPRFAB is an advisory body and shall make recommendations to the Common Council concerning recreation, physical fitness, sports and cultural programs, activities, opportunities and services; the acquisition, operation, supervision, use, maintenance and development of recreation and park areas and facilities; and regulations for tree planting, removal and maintenance of trees, bushes, shrubs and other woody vegetation on public and private property.
