§ 31.046 COMPOSITION, MEMBERSHIP, QUALIFICATIONS AND REMOVAL.
   (A)   The members of the Planning Commission shall be appointed by the Mayor and subject to the approval of the Common Council.
   (B)   Every decision upon which the Planning Commission is to make a recommendation or a decision according to law or ordinance shall be decided by majority vote of the present and voting members.
   (C)   Each member of the Planning Commission shall be a resident of the city.
