§ 31.001 PURPOSE.
   The artists and artistic institutions of the city contribute to and provide cultural, educational, entertainment and recreational benefits available to and used by the citizens of the city. The establishment of the City Area Council on the Arts and Humanities has promoted and encouraged public programs to further the development and public awareness of and interest in the arts which is essential to the public welfare. Therefore, the Common Council does hereby designate the City Area Council on the Arts and Humanities as the organization to assist the city in promoting and encouraging public programs to further the development and awareness of and interest in the arts and to act in an advisory capacity to the Council in connection with the artistic and cultural development of the city.
