(A) Dangerous or vicious dogs or cats at large prohibited.
(1) No dog or cat of dangerous, vicious or fierce propensities or tendencies may be at large at any time within the limits of the city. It shall be unlawful for the owner or other person having any such dog or cat in his or her possession or under his or her control or in any manner keeping or harboring any such dog or cat within the limits of the city, to cause or permit any such dog or cat to be at large.
(2) If any dog bites or attempts to bite any person while such dog or cat is at large, then such dog or cat shall be conclusively presumed to be a dangerous dog or cat and dog or cat of dangerous propensities and tendencies.
(3) If any dog or cat attacks or attempts to attack any animal or chases or otherwise attempts to catch a person, such dog or cat shall be conclusively presumed to be vicious and to have vicious propensities and tendencies.

(B) Destruction of dangerous, vicious dogs and cats. Any dangerous or vicious dog or cat or a dog or cat having dangerous or vicious propensities and tendencies found at large after the owner has previous knowledge or notice that such dog or cat is dangerous or vicious or has dangerous or vicious propensities and tendencies may be killed by any police officer of the city without such officer having to catch or impound such dog or cat.

(C) Destruction of biting, scratching dogs. Any dog or cat having bitten, scratched or attacked two or more persons off the premises of the owner shall be destroyed by the Police Department.

Any dog or cat within the city which habitually barks or howls or chases or annoys animals, vehicles or persons or which damages or destroys property is hereby declared a nuisance. The Chief of Police or other police officer may proceed to abate such nuisance.

The owner, keeper, caretaker or attendant of any animal, canine or feline, shall immediately and thoroughly clean up any fecal matter deposited by said animal on any property not owned by the owner, keeper, caretaker or attendant.

LICENSING
It shall be unlawful for any person within the city to keep, maintain or have in his or her custody or under his or her control any dog or cat without first having obtained a license from the city.
