No person shall drive a motor vehicle on the streets or highways in the city unless such motor vehicle is equipped with a muffler in good working order and in constant operation to prevent excessive or unusual noises and an exhaust system pursuant to SDCL § 32-15-17 to prevent annoying smoke. It shall be unlawful for any person to use a muffler cutout on any motor vehicle upon the streets, alleys or highways in the city.
