(A) A motor vehicle operated within the city shall, during the period from a half hour after sunset to a half hour before sunrise and any other time when there is not sufficient light to render clearly discernible any person on the highway at a distance of 200 feet ahead shall display at least two lighted headlamps, one on each side of the front of such motor vehicle.
(B) It shall not be necessary to have lights burning when the motor vehicle is parked.
