§ 71.110 GENERAL RESTRICTIONS.
   It shall be unlawful for any person to drive a vehicle on a street or highway at a speed greater than is reasonable and prudent under the conditions then existing or at a speed in excess of those fixed by this subchapter or established by the City Council, whichever is less.
