Sec. 13-32.   Special rates authorized.
   Wherever the collection of garbage, trash, and refuse from any premises in the city shall exceed the normal amount for such premises so that the fee prescribed for such collection is not fair and reasonable as applied to that particular premises, the public works administrator, subject to council approval, may establish policies and fees to accommodate special situations.
