§ 30.18 MEETINGS OPEN TO PUBLIC.
   The meetings of the Common Council shall be open to the public. It shall be unlawful for any person not a member of the Council to make any disturbance or interfere in any way with the deliberations of the Council at such meetings. No person, not a member of the Council, shall address or deliver any remarks to the Council at such meetings without first asking for the privilege of so doing.
