(A) Sanitary sewer charge. All sanitary sewer rates for the city are listed in the city fee schedule, which is set and amended by resolution.
(B) Wastewater sewer charge for sewage treatment. All wastewater sewer rates for the city are listed in the city fee schedule, which is set and amended by resolution.
(1) Any nonresidential user with BOD and SS greater than the average residential user’s strength of 250 mg/l BOD and 200 mg/l SS will pay a surcharge in accordance with the rates shown in the surcharge rate structure.
(2) All users without water meters or not categorized elsewhere, located within the city’s boundaries, shall be charged according to the EQR schedule the base sewer rate per the city fee schedule per month per EQR.
(3) All users, located within the city’s boundaries, will be allowed to determine irrigation usage separately by installing separate meters. Payment for this meter by the user will be at a rate determined by the city. There will be no sanitary sewer system charges applied to meters recording irrigation use only.
(4) All users located outside of the city’s boundaries without water meters or not categorized elsewhere, shall be charged according to the EQR schedule a service charge of one and one-half times the base sewer line rate per the city fee schedule.
(5) Where, in the judgment of the Common Council, special conditions surrounding the use of city sanitary sewer facilities to the extent that the application of the service charges as specified herein would be inequitable, the Council may establish a special rate applying to such contributors.
(6) Users that exceed the normal flow, biochemical oxygen demand (BOD) and/or total suspended solids (TSS) amounts may be charged as follows:
(a) All applicable sewer line charges per city fee schedule;
(b) All applicable waste water charges per city fee schedule;
(c) A $0.45 per pound BODs over ten pounds per month; and
(d) A $0.32 per pound TSS over 12.5 pounds per month.
(C) Monitoring; lab tests. Monitoring of the above-referenced parameters shall be accomplished by the user under a program acceptable to the city. The city shall perform the necessary lab tests to determine the quantity of these parameters. Payment for the city-furnished services shall be at rates determined by the city.
